1.2 Description
Abstract The undeveloped land layer represents lands appearing unimproved on aerial photography, without regard to developability and accessibility. On partially developed parcels, only undeveloped areas 1/2 acre or larger are included.

Metro's Vacant Land Definitions
  • Every tax lot is determined to be vacant, partially vacant, or developed.
  • Vacant tax lots are those that have no building, improvements or identifiable land use.
  • Developed lots must have improvements and specific land uses. For example, a paved parking lot is developed but an unpaved lot where trucks are parked is vacant.
  • Lots under site development show building activity, but development is incomplete and they are considered vacant.
  • If a developed tax lot has 1/2 acre (20,000-sq. ft.) or greater portion that is vacant, the lot is considered to be partially vacant and partially developed. The vacant portion is added to the vacant land database.
  • Parks and open spaces are treated as developed.
  • During the assessment of each tax lot, no consideration is given to constrained land, suitability for building, or to redevelopment potential.
  • Purpose The inventory reflects the status of undeveloped lands on the date the photos were flown. No conclusions regarding capability or availability for development should be made. records are updated in the fall of each year and can become outdated, especially in developing suburban areas.
    Supplemental information A series of 1" = 400' check plots are created covering the urban growth boundary (UGB) and urban reserve areas containing:
    * the previous year's undeveloped land coverage
    * current tax lots
    * geocoded building permits issued within 18 months before the date of the flight.

    A plot of the photo is also created. Using a light table, the two plots are compared to identify areas of change or error in the previous year's undeveloped land coverage. The checkplot is marked-up to indicate needed changes. The updates to the undeveloped land coverages are made on screen, using the hardcopy map mark-up as the reference source, and digital photography as the backcover.

    The Half Acre Rule: If a taxlot has a undeveloped portion that is 1/2 acre or larger, the lot is defined as partially undeveloped and partially occupied. A polygon is delineated around the occupied portion, which includes buildings, landscaped yards, etc. The remaining portion (greater than 1/2 acre) is coded undeveloped (vac = 1).

    The ARC/INFO coverages are tiled by county.

    Process description Undeveloped land was first digitized. A plot was created using using the assessor's building value and land use codes. Aerial photography was then used to mark up the plot to show undeveloped land according to the photo.

    Process description The park information was dropped from this layer. Originally, park data was included in the undeveloped land layer to assure that parks were never shown as undeveloped land. This quality-control check is now accomplished by comparing the undeveloped land layer to the parks layer.
